Cornerstone Relocation

Relocation Assistance Program (RAP) & Move Coordinator Services

Relocation Planning and Coordination Services are designed to compliment the relocation assistance offered by the public agency, but provide the business owner with a deeper understanding of what can be moved, modified, or that may not be suitable for the replacement site. We assist with planning the move, focusing on replacement site requirements, moving costs, options regarding selling vs moving items, coordination with bidders and qualified vendors, and scheduling of moving components to maintain organization and expedite the process. Services may be subject to reimbursement eligibility as defined in 49 CFR 24.301(g)(13).

Replacement Site Collaboration & Vendor Management

  • Replacement Site Selection Support: We work hand-in-hand with the business owner to evaluate potential new sites, coordinating directly with local planning agencies to confirm proper zoning, land use, and occupancy compliance (e.g., conditional use permits).

  • Vendor & Bid Coordination: We draft precise move scopes, solicit and vet competitive commercial moving and rigging bids, and coordinate mandatory bidder walk-thru inspections.

  • Turnkey Execution Oversight: We supervise on-site moving, rigging, transportation, and reinstallation activities on moving day to ensure asset safety, accountability, and a rapid return to business operations.

Budget Development & Financial Projections

  • Meticulous Cost Projections: We develop detailed, transparent budgets covering all facets of the move, ensuring you understand eligible expenses versus non-compensable items.

  • Reestablishment & Reimbursable Expense Optimization: We identify and document all eligible reestablishment expenses under 49 CFR 24.301(g)(13)—including physical property improvements, business enhancements, advertising, and increased operating costs.

  • Claim Package Documentation: We compile, verify, and substantiate all financial bids and vendor invoices to ensure smooth agency review and prompt reimbursement.

Dedicated Representation & Advisory Guidance

  • Business Owner Advocacy: We stand shoulder-to-shoulder with the business owner, serving as your single point of contact to interpret regulations, negotiate with public agencies, and protect your enterprise interests.

  • Strategic Relocation Options Analysis: We evaluate whether to relocate, substitute, or transition components of your operation, identifying items that can be modified, upgraded, or are unsuitable for the replacement site before decisions are finalized.

  • Comprehensive Needs Assessment: Through in-person interviews and operational deep-dives, we catalog your specific business needs, zoning/occupancy requirements, labor dynamics, and specialty handling needs.

Comprehensive Schedule & Milestone Development

  • Custom Master Relocation Schedules: We build realistic, phased master schedules designed to align with agency vacate mandates while preventing business interruption and protecting revenue streams.

  • Critical Path Management: We coordinate lead times for specialty permits, long-lead utility connections, build-out timelines, and equipment rigging to keep the project strictly on schedule.

Site Search Expenses (49 CFR 24.301):

  • Agency Site Referral Evaluation & Documentation: Review agency-provided referral sites to assess operational viability, respond to agency offerings, and build a documented history of site suitability.

  • Proactive Replacement Site Sourcing: Conduct independent searches for alternative replacement properties, partnering with commercial real estate brokers and leasing agents to identify off-market and listed opportunities.

  • Zoning, CUP & Permitting Due Diligence: Research local planning codes, zoning compliance, conditional use permits (CUPs), and administrative occupancy mandates to verify site viability before entering lease or purchase negotiations.

  • Collaborative Owner Team Representation: Work directly with the business owner's executive team to align site options with real-world budget, timeline, and space requirements.

Goodwill Coordination

Although Loss of Goodwill is an acquisition cost, it is often triggered by the actual relocation of the business and therefore is typically analyzed during this process.

Cornerstone Relocation shall coordinate with Owner’s Goodwill Appraiser regarding potential relocation options and impacts to properly assess before and after scenarios.

As your dedicated RAP Move Coordinator, Cornerstone Relocation acts as a powerful advocate for the business owner throughout the entire displacement and relocation lifecycle. We bridge the gap between complex statutory requirements and the operational realities of running your business, ensuring you are fully supported, properly advised, and positioned for a seamless transition.
